SEG_3_ELECTRONIC_FUNDS_TRANSFER_AND_WEB_PAYMENTS Amy Newton: Oklahoma Employer Services Center and Oklahoma Child Support Services bring you this video to assist employers in conveniently dispersing child support payments owed by employees. Isabell Estes: In Oklahoma, you have three payment options: mailing a check or money order, Web Pay, or Electronic Funds Transfer combined with Electronic Data Interchange. Amy Newton: Electronic funds transfer (EFT) is a process that electronically transfers money from one bank account to another. Electronic data interchange (EDI) transfers information. In child support applications, EFT/EDI is used to simultaneously transfer child support payments and remittance information to state child support agencies. There are specific formats for EFT/EDI child support payments. Isabell Estes: Formats for sending the information have been developed by the Banker's EDI Council of the National Automated Clearing House Association (NACHA). Please see Appendix A of your Oklahoma Child Support Services Employer handbook for the NACHA record formats guide. Amy Newton: There are three easy steps to EFT/EDI. Step 1: Determine whether your payroll accounting system supports electronic payments for child support. Isabell Estes: Step 2: Contact the appropriate state child support agency. In Oklahoma, this is the OCSS Centralized Support Registry -- 405-600-0014. Amy Newton: Step 3: Conduct the EFT/EDI start-up procedures for each state to which you send child support income withholdings. Isabell Estes: Electronic Funds Transfer eliminates the cost of printing paper checks and supporting documents as well as postage. It also reduces data entry errors. Custodial persons also receive child support payments quicker and avoid the delays of lost mail. Amy Newton: If your system does not support EFT/EDI you can also sign up to pay child support with credit cards, debit cards, or direct debit through OKDHS Child Support Services Web Pay. Individuals and employers are both eligible to sign up for this service. Isabell Estes: The requirements to use Web Pay are simple. 1) You must be a legal owner of a bank account within the United States, or the holder of a Visa or Master Card credit or debit card. Amy Newton: 2) You must register to use Web Pay. A valid e-mail address and access to the internet is required to register. Isabell Estes: 3) Once you register, log in to Web Pay using the user name and password provided by e-mail and set up your bank account information or credit or debit card information. You may make payments immediately after you've completed the registration. To register, go to the Web Pay homepage -- www.okdhs-paycs.com. Amy Newton: Please note - to terminate payments, you must stop the payments through the website. OKDHS Child Support Services cannot stop payments once they are set up through Web Pay. Isabell Estes: After you register for a Web Pay account, you'll be sent an e-mail notification with instructions on how to activate your account. Once the account has been activated, you may submit one-time payments and/or recurrent payments. Amy Newton: You may also submit payments on multiple cases and set up a payroll schedule. Web Pay is available to both individuals and businesses. Isabell Estes: Remember - you are responsible for setting up a schedule and stopping schedule payments when the obligation ends. There is no fee to use EFT or Web Pay through OKDHS Child Support Services. However, your bank may charge a fee for EFT. Please contact ocss.sru@okdhs.org if you have any questions. Amy Newton: You also have the option to send a check or money order by mail. You do not need to send a copy of the notice or order to withhold income for child support with the check. Isabell Estes: You may combine all payments and send in one check but you must attach a detailed break-down of the payer information that make up the check. Amy Newton: The break-down should be provided for each employee who has wages included in the check.
